There have been several reports that the overload detection logic
(see -DNO_STP_OVERLOAD) is too sensitive.  Currently we don't have
good diagnostics, perhaps just -t.  We need to figure out why it's
triggering more than before - probably due to default interruptibility -
and what this implies for the parameters.

Idea: on modern kernels, attach to the irq_handler_entry / softirq_entry? 
traceponts to detect whether an interruptible probe handler was in fact
interrupted, and if so, discount its contribution to the overload budget.
