made -lebl disappear on modern debian/ubuntu for reasons
of some sort of abi stability purity, which causes normal
the stap configury to fail.
debian's systemtap build hacks around this by patching the
configury to avoid looking for -lebl. We can't adopt that
patch here, but we can do something conditional.
