It's about time for another SystemTap release, and I've compiled a first
draft for the release notes.  I've marked a few FIXMEs for completion.

- Need a 3-4 line release summary
- Need the final commit number for the release tag
- Need to update the tested kernel/arch list
- Review the highlighted "known issues"
- Consider adding recently fixed CVEs

Please review the rest of it as well.
