We use set_fs() across a number of places in the runtime along with the related
get_fs,USER_DS,KERNEL_DS. Go through and excise these uses when STAPCONF_SET_FS
is not active, in favour of other mechanism(s(?)).

Pushed a commit 016750508e1 which fixes the worst of it. There are still some
problems with kernel faults (e.g. systemtap.examples whythefail.stp) which
didn't occur in testing on older kernels.

Also spotted a concerning failure in usymbols.exp (umodname() segfaults user
process) but I'm not sure it's related to the set_fs() removal work.

Suggest flagging this in stap4.4 release notes as follows:

- There are known issues on kernel 5.10+ after adapting to set_fs() removal,
with some memory accesses that previously returned valid data instead returning
-EFAULT (see PR26811).
