The non-system-wide task-finder-based perf event probes do not have the
limitation of always requiring SYS_CAP_ADMIN like the system-wide ones. So
avoiding the work queue thing for this case is a nice-to-have optimization.

Getting rid of work queue in this case also make it easier if we want to
support resolving task executable file paths in another mount namespace in the
future (otherwise the current task context would be kworker instead of
stapio/staprun).
