From the below link, I noticed that
no work is happening for ARM architecture .

Is there any specific technical reason for this
or is it just a lack of resources / need ?

Simply, none of use Linux on ARM. If someone ported kprobes to that
platform, and got the code into upstream, systemtap would nearly "just
work".
