Log message:
	Remove vestiges of long-defunct monochrome display support.
	* tkconq.h (UI monochrome): Remove field.
	* tkinit.c (set_optional_colors, request_colors,
	init_terrain_images, init_emblem): Don't test for monochrome.
	* tkmap.c (set_terrain_gc_for_image, draw_blast_image,
	draw_unit_image, draw_side_emblem): Ditto.
	* tkimf.c (tk_make_color_pixmap): Don't quit if screen is mono.
	* ximf.c (x11_make_color_pixmap): Ditto.
	
	* tkcmd.c, tkmain.c: Declare place_legends.
