Log message:
	Update .cvsignore files.
	Make sure that various Xconq apps are being installed with proper perms, owner, and group.
	Remove or comment out vestigial vars in Tcl/Tk and X11 makefile templates.
	Update top-level README and INSTALL files.
	Update Xconq's RPM spec.
