	Improve victim rating calculation.
	Fix some bugs in victim seeking code.
	Prepare for making AI more intelligent wrt resupply.
	Fix strange movement bug.
	Make Random plan more intelligent about certain task assignments.
	Cancel a movement/resupply task combo, if it is no longer needed.
