Log message:
Change usage of um_to_create to mirror um_to_build.
Allow direct consumption of materials from treasury sans storage in unit.
Fix bug that prevented unit creation in a certain case.
Reformat some code and comments to be readable on 80 col display.
Update games lib to reflect change in um_to_create usage.
Add another octal escape for a special Tcl character.
