    make c++ exception catchpoints use a subclass
    
    this changes the c++ exception catchpoints to use a subclass
    of breakpoint
    this cleans up the "classification" helper function,
    but also lays some groundwork for the next change.
    also this fixes PR c++/10119 as a side effect

    This moves the "catch catch", "catch throw", and "catch rethrow" code
    into a new file.
    
    It also exposes ep_parse_optional_if_clause.
    It removes a call to breakpoint_adjustment_warning from the catch code.
