Hi folks,

This is my first attempt at mangling builder/master.cfg, so please
check if this looks right!

(Is there a way to do a quick syntax check
or something locally, or should I spin up an instance of the master
to test it going forward?)

This should add a gcc and glibc ci builder for the gentoo-sparc worker.

The machine should be capable of doing test suite runs, but I figured
I'd see if everything builds okay first, then we can work up to that.
