Installed json-c-devel-0.11-4.el7_0.x86_64 and jq-1.6-2.el7.x86_64

Installed jq (1.5+dfsg-2+b1) and libjson-c-dev (0.12.1+ds-2+deb10u1)

debian-i386 and debian-i386-2 are duplicate mirrors

And probably you like them on fedora-s390x also.  Those workers are
maintained by Dan, hopefully he can install json-c-devel jq on those
machines.
