There were several problems, all of them stupid pilot errors,
as I suspected....
1/ Forgot to do an autoconf after adding the
SIM_AC_OPTION_SCACHE(4096)
line to the sim/<arch>/configure.in file.
2/ Missing the CGEN_CPU_SEMSW from the make-rule for stamp-cpu
