New versions of 

{octave,octave-devel,octave-doc}-3.0.5-2 

for cygwin-1.7

are available in the Cygwin distribution: 

This is a new upstream version focused on error correction
on previous release.


The GNU Octave language for numerical computations
Octave is a (mostly Matlab (R) compatible) 
high-level language, primarily intended for 
numerical computations.  It provides a convenient
command-line interface for solving linear and
nonlinear problems numerically.

Cygwin now" link on the http://cygwin.com/ web page. 
This downloads setup.exe to your system.  Then, run
setup and answer all of the questions.
