The following package has been uploaded to the Cygwin distribution:
* texlive-collection-latex-20170520-2
TeX Live is an easy way to get up and running with the TeX
document production system. It includes all the major TeX-related
programs, macro packages, and fonts that are free software, including
support for many languages around the world.
This release is a rebuild of the latex collection, with an updated
upstream babel-english package. This fixes the problem reported here:
