I have updated the tetex suite to version 3.0.0-3. This is a bugfix
release.
It fixes 3rd party linking to the libkpathsea dll, two configuration
problems, and a packaging bug.

To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page. This downloads setup.exe to your
system. Then, run setup and answer all of the questions.
