I'd like to adopt Yaakov's orphaned packages dejagnu and help2man as new 
versions have recently been released.

The builds were tested in the git-cygwin-package playground repo; see:

help2man	https://cygwin.com/cgi-bin2/jobs.cgi?id=3271

commit links show the package and log links show the results.
