Adopt: expat

A long long time ago, I said I'd adopt expat. I've finally got around to
finalizing packages:

I'm not sure whether I need a GTG review for this, so I'm posting anyway
to be on the safe side.

This is a re-release of the same upstream version as we currently have
in the distribution, but with the packaging re-done to split the DLL out
into a libexpat0 sub-package - necessary because the next version of
expat bumps the soname.

It would be nice if you could provide the full URLs to the files in
your mail.

A GTG review doesn't hurt, does it? ;)

Packaging looks good to me.  Just go ahead.

Builds fine from source and packaging looks good. GTG.
