According to https://cygwin.com/packages/summary/cygport-src.html, the cygport
git repo is at
https://cygwin.com/git-cygwin-packages/?p=git/cygwin-packages/cygport.git
But that repo is empty. The correct URL seems to be
https://cygwin.com/git/?p=cygwin-apps/cygport.git
