* Snapshot cygwin1-20181129.dll.xz seems broken

After substituting in that DLL on my system, 'net start <anything>' 
results in a spinning cygrunsrv; trying to open a Cygwin Terminal results 
in a spinning mintty.  After reverting, a fresh DLL build following 'git 
pull' results in a new DLL with the same issue.

The previous cygwin1-20181126.dll.xz seems to work fine in these 
scenarios.

Both mintty and cygrunsrv -S cygserver works on my W10 64,
but I noticed that the

$ uname -a
CYGWIN_NT-10.0 LAPTOP-82F08ILC 2.12.0(0.330/5/3)  x86_64 Cygwin

is missing the date portion

$ uname -a
CYGWIN_NT-10.0 LAPTOP-82F08ILC 2.11.2(0.329/5/3) 2018-11-08 14:34 x86_64 
Cygwin

Yeah, it's the same problem as discussed on the cygwin ML.  I have a
local patch but I'm still trying to *understand* why this occurs.
