aio.h and aio.cc cause error on compiling...

Meaning, we never actually saw the restrict keyword when building
Cygwin.

We either have to drop the __restrict from the brackets in the
lio_listio definition, or we have to define and use __restrict_arr
like GLibc's cdefs.h.
