Hello,
I have exhausted my search of all relevant material on the cygwin
website, and have been unable to find information regarding the Export
Control Classification Number (ECCN) for 1.5.24.
Does anyone know what the number might be?

There isn't one, because the source and binary are made publicly
available and free of charge to download. As a result, we are not
required to go to BIS to obtain a ECCN number.
Cygwin is TSU and Cygwin DLL is TSPA.
