This was the problem.
I installed OpenSSH from Cygwin, copied my keys to my .ssh directory, and
then issued this command:
rsync root@marketing.propfinancing.com:/var/www/svnDumps/*
"/cygdrive/c/Tmp"
It worked perfectly.
