New version 1.0.0-2  of

         pinentry
         pinentry-emacs
         pinentry_gnome3
         pinentry_gtk2
         pinentry_qt

are available in the Cygwin distribution:

CYGWIN CHANGES
Removed ncurses interface and libsecret dependency.
pinentry-w32 is now default last resource and included in
pinentry package

CHANGES
Latest upstream release

DESCRIPTION
Secure PinEntry Dialog
This is required by GnuPG-2

I still see (with 1.0.0-2):

libsecret1_0 (0.18.5-1)
GObject secrets client library
Required by: pinentry

setup-*.exe does not currently support version-specific dependencies. 
As long as pinentry-1.0.0-1 is available for install, setup will require 
libsecret1_0.

Would it be possible to provide the curses interface (provided it
actually works) in a separate sub-package?  It's hard to use gpg-agent
on a system where you can't run graphical clients (neither W32 nor X11
ones).

It would be nice, but when I tried it, it didn't appear to work
correctly.  Maybe someone has the time to figure it out.

I had to manually install pinentry after gnupg2 complained: pinentry should be
added to gnupg2 hint requires.
