Hi,
I am also having the problem of 0p_000_autorebase.dash and 0p_update-info-dir.dash hanging during setup. I have tried both the 32 and 64 on this laptop with the same result.
when i end the dash process with alt+ctr+del i move forward to the postinstall scripts and these also hang one by one. i need to end the bash process then for each to complete the installation. once the installation is completed, i find out that the packages are not installed correctly.
I have installed successfully many times before using the same user access provided with my employer's laptop. this is a new laptop and its the first time i try to install cygwin on it. i have been able to install cygwin successfully on my personal laptop today as well.
any hints on how to fix this?

As I known that you should kill other process that make sure the dash.exe has
enough memory to complete the installation.I work it out after doing it
above.

You could have a look in the task manager and maybe end the dash process to
see whether it can continue.

If you have a very aggressive real-time virus scanner and a slow disk the
first run could actually take quite a while. Do you see any activity in
task manager that suggests that the rebase is still active? Have any files
been created in /var/cache/rebase?

It may be a side effect of
https://cygwin.com/ml/cygwin/2015-06/msg00133.html
with current cygwin 2.0.3 I see bash processes remaining running,
and I need to kill them. It seems race/load dependent.
May be it is happening in your case to the dash process.
With Takeshi's patch I do not see the effect on 32bit;
I have not yet tested on 64bit.
If you are interested to test I can provided a new cygwin1.dll.
