http://cygutils.netpedia.net/infozip.html has pretty good help for building
zip/unzip for cygwin(although I had to fiddle around a bit to get things to
compile properly).  See also franken.de for essentially the same info.  You
can also use pkzip on Windows or DOS.

You don't even need to port it - the zip tools will build under MSDOS.  As
far as I know, they're not GNU tools though.  You can find the source, and

"man xargs" sez:

       --max-chars=max-chars, -s max-chars
              Use  at most max-chars characters per command line,
              including the command and initial arguments and the
              terminating  nulls  at  the  ends  of  the argument
              strings.  The default is as large as  possible,  up
              to 20k characters.

If the default is lower for Cygwin, it's probably for a good reason,
though.  You can't go wrong by checking the source ...

OH and BTW, the HTML formatted mail is a headache.

isn't a Cygwin issue -- I had this problem using jar under Linux as well.  
I don't remember exactly why, but I came to the conclusion that jar creates a 
new archive each time it's invoked.  It doesn't add files to existing 
archives.
