Why can't id 'cd /', it say's 
bash: cd: /: No such file or directory

/ is mounted on //m/cygnus according to mount.

Mount mounts DOS directories; so m:\cygnus should be mounted as /.

But cygcheck shows something different:

Note: it's a good idea to include the drive letters when specifying
mount points, in case the current drive isn't the right drive.

To fix your problem:

Change to the directory where mount.exe and umount.exe exists. Then do:

./umount / && ./mount M:\\cygnus /


OR

use regedit and modify the entry from //m/cygnus to m:\cygnus.

Conjecturing on this, the M: is mapped to \\engineering-nt\Users and because
the command `mount //m/cygnus /' was used cygwin did a good job of finding the
real path and the routines that handle the character quoting was passed
\\engineering-nt\Users\Cygwin and returned \engineering-ntUsersCygwin which was
placed in the data field of the registry.
