But the gdbserver binary is not available from setup.exe .
It does however compile and function correctly from source.

Sorry, no. gdbserver is part of gdb. It doesn't require a separate
package.

But that's the thing, when you mark gdb for installation via setup.exe
you only get the gdb executable not the gdbserver executable. Unless I'm
doing something wrong here.
