I'm not familiar with the specifics -- this isn't something I've ever needed for my own purposes -- but I think this is already provided by the cygwin32* packages like cygwin32-binutils and cygwin32-gcc-core. Have a look at packages prefixed cygwin32 under 64 bit and cygwin64 under 32 bit: cygwin{32,64}{,-binutils,-default-manifest,-gcc-ada,-gcc-cilkplus,-gcc-core, -gcc-fortran,-gcc-g++,-gcc-objc,-gcc-objc++,-gettext,-libbfd,-libiconv, -libtool,-minizip,-w32api-headers,-w32api-runtime,-zlib} but they may not have been updated for some time. -- Take care. There are cross-compilation toolchains between the 64bit and 32bit Cygwin architectures (cygwin32-* and cygwin64-*), but these have not been updated in years. I have no current plans to revive these, but you might have a look to see what it would take to build your own.
