Hi, on the current website version it is listed as 3.0.7. However, when I install it and right click on the terminal window -> Options -> About, it says 3.0.6.

You're looking in the wrong location.
What you're looking at is the version of the _terminal_emulator_
(MinTTY). It even says so right there: "mintty 3.0.6".
That is not by any stretch of things the version of Cygwin. That you
would rather get like on just any U*ix or emulation thereof:
uname -r
