This update pulls in no fewer than nine Kerberos support packages, and 
since all kinds of things rely on libcurl, these packages effectively 
become part of a cygwin base installation. Is there some way this could 
be avoided? Maybe a separate libcurl-kerberos package or something?

The grand total of which is only ~1.5MB.

Why?

This is a binary distribution, and there can be only one package 
providing a given file.  So, in short, no.

The following packages have been updated for the Cygwin distribution:

*** curl-7.24.0-3
*** libcurl4-7.24.0-3
*** libcurl-devel-7.24.0-3

curl is a library and command line tool for transferring data with URL
syntax, supporting numerous protocols, SSL certificates, HTTP POST, HTTP
PUT, FTP uploading, HTTP form based upload, proxies, cookies, user
+password authentication, file transfer resume, proxy tunneling and
more.

This release has been rebuilt to enable Kerberos/GSSAPI support.
