wget: needs rebuild for x86

Eric,

Could you please update/rebuild the x86 wget package?  The current x86 
release is linked against an old gnutls which preceded the addition of 
ca-certificates, so it rejects HTTPS requests without either an explicit 
--ca-certificate argument (or equivalent setting in wgetrc(5)) or 
--no-check-certificate.  Rebuilding against either the latest 
gnutls-devel or openssl-devel will fix this.

If you haven't converted wget to cygport yet, feel free to use this as a 
head start:

Any preference on which of the two libraries I should use? I'm building
the package now.
