* emacs-w32, version 24.3.1, crashes constantly

Emacs-w32, version 24.3.1, has been crashing constantly,
so much so I learnt how to use "recover-session." Most
recently I finally forced myself to run gdb on its sadly
expired body and listed the following stack:

Some obvious things to try are, with everything cygwin closed and stopped, from cmd.exe go to cygwin directory and type ash rebaseall.  Then from mintty run emacs.  If that doesn't work, try emacs -Q.  These are some basic steps to try first.
