Greetings,
after a recent Cygwin update I noticed that "texi2dvi.exe" is not cont-
ained in the "texinfo" package version 5.2-3 though version 5.2-2 did
contain it.
Is this a bug or is there a reason?

It's in the texinfo-tex package. See
https://sourceware.org/ml/cygwin-announce/2014-11/msg00002.html
(But it's "texi2dvi", without the ".exe". It's a shell script.)
