are available in the Cygwin distribution, 32 and 64 bit :

version 3.5.0r1606-2 on the way to remove the spurious

"-L" created by a upstream bug in

/usr/lib/pkgconfig/lapack.pc
/usr/lib/pkgconfig/blas.pc

   Libs: -L -lcblas

only relevant for user of liblapack-devel.
