This release updates Zstandard to the latest upstream version.

Note
----
The built-in benchmark function can infloop on too short input with some
settings, apparently due to the granularity of timing measurements on
Windows being too coarse.


Zstandard, or zstd as short version, is a fast lossless compression
algorithm, targeting real-time compression scenarios at zlib-level and
better compression ratios.

This version is compiled with support for GZip, LZ4 and Xz compression.

Besides a standalone compression tool, development headers and a library
with comprehensive API are available both for Cygwin native applications
and cross-compilation toolchains in the following sub-packages:

libzstd-devel-1.3.7-1
libzstd1-1.3.7-1
mingw64-i686-zstd-1.3.7-1
mingw64-x86_64-zstd-1.3.7-1

Sorry if this is the wrong place to ask - but with the announcement also here:

is is planned to make this a "Base" package sometime soon? Currently is it not
a Base package and does not have a reverse dependency chain to a Base package.

I do not see the connection.
Setup is a separate program that does not use any cygwin library,
otherwise it will be impossible to perform the complete cygwin update.
