This occurs in combination of 64 bit Windows 7 and 32 bit cygwin.
I have tested in three different environments and got same errors.

The test results in several combinations of windows and cygwin are
as follows.

Windows  7 (32 bit) + Cygwin (32 bit): OK
Windows  7 (64 bit) + Cygwin (32 bit): NG
Windows  7 (64 bit) + Cygwin (64 bit): OK
Windows 10 (32 bit) + Cygwin (32 bit): OK
Windows 10 (64 bit) + Cygwin (32 bit): OK
Windows 10 (64 bit) + Cygwin (64 bit): OK

Could you please check?

Confirmed, and same applies to 8.1, but not 10.  Corinna, would it be 
plausible that TlsAlloc is returning a value in the 
0x80000000-0xffffffff range on 7 and 8.1, but not 10, and why?
