Can anybody point me to wish84

Can anybody supply or point me to the Cygwin .tar.xz (or probably .tar.bz2,
it will be that ancient) for wish v.8.4?

Please, if at all possible, an email attachment or explicit pointer rather
than a HowTo would be so much appreciated.

(I've tried the Time Machine.)

You should be able to build it from source downloaded from 
http://tcl.tk/software/tcltk/8.4.html.  What specifically requires that 
you have that version?  Could it be modified to use the most current 
version?
