Apparently, Python-3.9 requires a daily approval to run? On both of our
independent PCs my wife and I have to do this daily??

I have python39 installed in many Cygwin instances, and I don't have to say ok to any of them.

Does not sound like any Cygwin package I have ever used.
Sounds like a really poorly written AntiVirus product!
What AntiVirus product are you running?
What program are you running, where did you get it, and was it from a Cygwin
package?
What version of Cygwin are you running:
