* in.rshd fails

How do you get the remote shell daemon working. I am running B20.1 on NT4
(SP4).

When I try to connect using, eg,

rsh localhost /bin/ls

the event log gets an entry: 

The description for Event ID ( 0 ) in Source ( rshd ) could not be found. It
contains the following insertion string(s): rshd : Win32 Process Id = 0x118
: Cygwin Process Id = 0x407 : connect second port 1022: Address already in
use.

and the client fails with the error:

/bin/ls: write error. The descriptor is a file, not a socket
-> Recv failed: Connection reset by peer

the error changes accordingly. If I change /bin/ls to "echo boo", then the
client error is just,
-> Recv failed: Connection reset by peer

but the event log message is the same.
