I was wondering if there exists a snapshot of the Cygwin repos at a time 
when Windows XP was still supported?

I'm uploading a snapshot of the repos I made on October 15th to 
Archive.org because I remembered reference to old cygwin versions and 
repos being lost. Perhaps if I successfully download this I should stick 
it up there too, if that's okay with you?

I also note that your setup.exe files are named dont-run-me, what there 
any particular reason for that?

Try the Cygwin Time Machine which has a continual collection of all
Cygwin packages:

There you can find info specifically about the last XP release.
