less produced an error during the install, saying it couldn't find it,
and I've looked through the software tree and found only broken links and
old b19 files.
I may be missing something....
could use a little help.

Deinstall your old installation completely.
Go to the Cygwin home page http://cygwin.com
Click on "Install Cygwin now", that will download setup.exe.
Run setup.exe, choose a mirror in your neighbourhood.
