This represents the initial import of the KDE desktop, applications, and
libraries into the Cygwin distribution.

Note that KDE is currently in transition from the Qt4/kdelibs-based
applications to Qt5/KF5, and therefore any combination of components is
likely to pull in both library stacks.  For the same reason, some older
versions have been preserved for the benefit of applications (or the
desktop) which have yet to be ported to KF5.
