for cygwin 32bit and 64bit have been uploaded.

This new version is causing some problems:

http://github.com/stedolan/jq/issues/1386

Rolling back to 2.6.1 fixes it for me. It seems weird that Cygwin has such a new
version, even Debian sid doesnt have it:
