What does "native Windows build"?

Seems lighttpd is still Cygwin app:

  $ ldd /usr/sbin/lighttpd.exe
    cygwin1.dll => /usr/bin/cygwin1.dll (0x7ffef6f90000)

  $ lighttpd -V
  lighttpd/1.4.70 (ssl) - a light and fast webserver
  Event Handlers:
    + poll (Unix)
