Using the same assert as in PR25424, and using the tentative patch series, we
run into:

$ dwz cc1.dwz-processed -o 1 -lnone --odr

The dup chain is forced to a partial unit, but the die_struct DIE is not,
because it's not part of a duplicate chain, and it's not marked as a singleton.
