	The wait_input function sometimes blocked even if a packet was
	available for processing. Now checks the tty queue and then the
	serial driver before blocking.

	negotiation.

	based on the configuration option.
	* src/lcp.c: Set WantOptions (wo) to negotiate ACCM.
