What do you want it for?  eCos is for building *static* embedded
systems - there's nothing like a "shell" where you "login and run
programs", so the idea of a generic telnet server is of questionable
use?

There is a minimal telnet server in RedBoot which allows remote 
access to the command line (for the debug/bootstrap environment)
