I just downloaded this port from the web site. Should I be able to apply 
this to the net distribution (aka 1.3.1)?

No it should be applied to a snapshot of the anonymous CVS repository from
around the beginning of October. Use a command something like:

cvs -d :pserver:anoncvs@sources.redhat.com:/cvs/ecos -z 9 co -P -D
2000-10-10 ecos
